The Scientific council of certSIGN develops the company’s research and innovation strategy and supervises research activities. The Scientific council pursues:

  • collaboration with academia and other research institutions;
  • technological transfer, from research to products;
  • identification of ways to support research activities.

George Gugulea,
Director of Research and Innovation

Holding a Degree in Computer Science and a Master Degree in Information Security Management, George Gugulea is the Director of certSIGN Research and Innovation Department.

He has an experience of over 10 years in research and development in information security and in developing and implementing applied cryptography projects and network security protocols.

Adrian Floarea,
CEO

Adrian Floarea, graduate of the Faculty of Mathematics, holding a PhD in cryptographic algorithms, is a strong supporter of the Innovation Research activity in the field of identity and information security, through applied and innovative approaches to the projects in which he is involved.

He is the CEO of certSIGN and supports project teams by providing advice based on his extensive experience. With over 18 years of technical experience in this field and over 10 years in management, Mr. Floarea has an innovative vision and a comprehensive approach regarding new ways to strengthen company business, but also regarding new development directions required by the market evolution and new technological challenges.

Constantin Burdun,
Deputy CEO

Constantin Burdun graduated from the Military Technical Academy in Bucharest. He obtained the PhD in Computer Science within this faculty, where he pursued a teaching career. He further completed his studies at the University of Bucharest, graduating the MBA – Business Administration, Management and Operations studies.

He is a renowned specialist involved in dozens of large projects, in Romania, but also in other countries, for the implementation of infrastructures with public keys and the digitization of workflows for various organizations. He has also participated in over 10 research projects, publishing over 15 papers on information security. His areas of expertise include advanced electronic signature schemes, PKI interoperability and legal aspects of electronic signatures.

Valentin Necoară,
Chief Technology Officer

Valentin Necoară has a BCs in Computer Science and a MCs in Information Security Management.

He has been involved from the beginning in the development and implementation of certSIG IT security solutions (signature, encryption, PKI, IdAM), working in the R&D team and afterwards coordinating the integration and implementation of certSIGN security solutions.

He is part of the core team that developed the first cryptographic applications in Romania using public key cryptography.

Mihai Togan, Prof., PhD, Eng.

Mihai Togan holds a PhD in cryptography, his fields of interest being electronic signature, homomorphic encryption, applied cryptography and PKI interoperability. He is the author of more than 20 papers published at conferences and in international magazines. He has designed and implemented software applications for data encryption, PKI services, digital certificate validation services, time stamping services, etc.
