Using the certificate for electronic signature at AFM

Starting with July 3, 2019, the Order of the Ministry of Environment no. 572/2019 for the submission of declarations regarding the obligations to the Environment Fund by electronic means of remote transmission entered into force. Specifically, the normative act regulates the way in which the taxpayers – natural and legal persons – can submit to AFM (Environment Fund Administration) the declarations using the electronic signature.

According to Order no. 572/2019, the signing of the declarations regarding the obligations to the Environment Fund is done by using a qualified electronic signature based on a qualified certificate issued by a qualified trust service provider, accredited in accordance with Regulation (EU) eIDAS no. 910/2014 on electronic identification and reliable services for electronic transactions in the internal market.

In order to prepare and submit online the declarations regarding the obligations to the Environmental Fund, it is mandatory to create the account with a qualified digital certificate, like the one obtained from certSIGN, respectively to enroll in the “Online declaration submission” service at https://online.afm.ro.

If you have renewed the certificate, please register the new certificate with the Environmental Fund Administration by electronically signing the application for enrollment with the renewed certificate.
